Sustainable growth, circular economy development, and Environmental, Social, and Governance (ESG) risk management are no longer merely cosmetic choices; they have become a matter of survival for any business. Particularly within the hospitality sector (including restaurants, hotels, and services), transitioning to eco-friendly operations serves as a mandatory "passport" to boost competitiveness and integrate deeply into global value chains.

At a recent strategic seminar co-hosted by the State Bank of Vietnam, the German Corporation for International Cooperation (GIZ), and the Ministry of Agriculture and Rural Development, decisive steps toward finalizing the Green Project Classification Framework and ESG implementation standards were announced. This is considered an essential legal framework that paves the way for a 2% annual government interest rate subsidy on green loans, creating a powerful financial lever for Vietnam’s private service sector.

Unlocking the 2% Annual Government Interest Rate Subsidy

For developers in the service and hospitality industries, the heaviest barrier to deploying green hotel models or energy-efficient buildings typically lies in the upfront capital expenditure. Today, this financial bottleneck has a clearer solution as green credit is earmarked as a core driver of the economy.

According to industry-wide data, green credit balance in Vietnam has witnessed an impressive 4.6-fold growth since 2017, reaching nearly VND 828 trillion in the first quarter of 2026. Notably, the State Bank of Vietnam is submitting a draft decree to the Government regarding a 2% annual interest rate subsidy funded by the state budget. This applies to private businesses, household businesses, and individuals securing bank loans to execute green, circular, or ESG-aligned projects.

This unprecedented financial leverage is expected to drive hotels and resorts to proactively pivot toward sustainable operations—focusing on renewable energy adoption, plastic waste reduction, and water resource optimization.

Scalable Criteria Tailored to Business Sizes

To help businesses easily align and secure this preferential capital, the Ministry of Agriculture and Rural Development is fast-tracking a comprehensive set of guidelines to identify circular projects and implement ESG frameworks. The framework is structured around two core pillars: mandatory legal compliance based on current Vietnamese laws, and voluntary alignments with reputable international standards (such as GRI, IFRS S1/S2, and the ASEAN Taxonomy).

What sets these new guidelines apart is a flexible and fully quantified mechanism adjusted to the scale of each business model:

  • Household or Individual Businesses: Must meet a minimum of 3 criteria.
  • Small and Micro Enterprises: Must meet a minimum of 6 criteria.
  • Medium-Sized Enterprises: Must meet a minimum of 12 criteria.
  • Large Corporations: Must strictly meet a minimum of 18 criteria.

This tiered approach opens up massive opportunities for the diverse Vietnamese hospitality ecosystem—which spans everything from boutique homestays and family-run restaurants to international 5-star resort chains.

Implementation Bottlenecks and the Search for Green Service Solutions

Even though the legal pipeline and technical criteria are taking shape through frameworks like Decision No. 21/2025/QĐ-TTg, hospitality businesses in Vietnam still face friction during practical execution. How can a traditional hotel transition into a circular economy model? How can F&B operators accurately quantify organic waste to meet environmental discharge thresholds for credit appraisal?
